Nine Mile

Point Unit

An Order dated

March 20,

1984

(EA 83-137) directed that you take certain

actions to improve compliance with NRC requirements

and to increase

management

involvement in Unit

1 activities. Specifically, Section

IV of the Order

required that you initiate an independent

appraisal

of the management

organization for Unit 1, that you consider the recommendations

of the

appraisal,

and that you provide the Regional Administrator with an analysis of

each

recommendation

and the action to be taken in response

to the

recommendation

along with a schedule

for accomplishment

of the actions.

We have reviewed your response

of February

1,

1985 in which you provided your

analysis

and proposed reply to the

MAC Evaluation of the Nine Mile Point

1

Nuclear Station dated August 28,

1984. Additionally, you provided the detailed

action plan implementation

schedule

during our April 25,

1985 Management

Meeting which is documented

in inspection report 50-220/85-05.

After careful

consideration

of your response

and commitments,

I have determined that the

requirements

of the order modifying the license of Nine Mile Point Unit

1 have

been satisfied.

This decision is based

upon the determination that you have

made

improvement to your programs to comply with license

requirements,

and

that specific plans,

procedures

and changes,

as described

in your response

and

commitments, if implemented

as described,

are adequate

to enable

you to

conduct future activities in compliance with Commission requirements.

My staff

will continue to monitor the completion of the implementation of the action

plan,

and to monitor Unit

1 performance for evidence of the effectiveness

of

the action plan.

No reply to this letter is required.

in this

matter.
