ENVIRONMENTAL QUALIFICATION OF ELECTRIC EQUIPMENT IMPORTANT TO SAFETY - EXTENSION TO SCHEDULAR REQUIREMENTS OF SECTION 50.49(g)

1 This letter responds to your submittal dated December 13,
- 1984, as supplemented on February 5, 1985, in which you requested an extension of the deadline for final environmental qualification of six pieces of electrical equipment within the scope of 10 CFR 50.49.
Section 50.49(g) of 10 CFR Part 50 requires that each holder of an operating license issued prior to February 22, 1983, shall by May 20,
- 1983, identify the electrical equipment important to safety within the scope of this section already qualified and submit a schedule for either the qualification to the provisions of this section or for the replacement of the remaining electrical equipment important to safety within the scope of this section.
This schedule must establish a goal of final environmental qualification of the electrical equipment within the scope of this section by the end of the second refueling outage after March 31, 1982, or by March 31, 1985, whichever is earlier.
The rule also provides that the Director of the Office of Nuclear Reactor Regulation may grant requests for extensions of this deadline to a date no later than November 30, 1985, for specific pieces of equipment if these requests are filed on a timely basis and demonstrate good cause for such an extension, such as procurement lead time, task complications and installation problems.
In addition, 10 CFR 50.49(h) provides that each licensee shall notify the Commission of any significant equipment qualification problem that may require extension of the completion date provided in paragraph (g) of this section within 60 days of its discovery.

Mr. B. G. Hooten In compliance with 10 CFR 50.49(g),
by letter dated May 31, 1984, the Niagara Mohawk Power Corporation (NMPC) identified electrical equipment important to safety already qualified and submitted a schedule for either the qualification or the replacement of the remaining electrical equipment important to safety within the scope of this section.
The schedule established a goal of final environmental qualification by March 31, 1985.
The licensee reaffirmed this date for program completion (with the exception of six items) 'in its response,to Generic Letter 84-24 on January 23, 1985.
The staff issued a Safety Evaluation dated January 10, 1985 finding the NMPC's Equipment gualification Program in compliance with 10 CFR 50.49, the proposed resolution for each Eg deficiency is acceptable and that continued operation of the facility will not present undue risk to the public health and safety.
On December 13,
- 1984, NMPC filed a timely request for an extension to the schedular requirements of 10 CFR 50.49(g) for six items of equipment which they have determined cannot be installed by March 31, 1985.
The licensee, in the December 13, 1984 -submittal, stated:
"1.
Limitor ue Valve Actuators on Emer enc Condenser Isolation Valves These four (4) replacement actuators were not available for replacement during. the Spring 1984 refueling and maintenance outage.
They can be replaced during operation.
- However, removal of the existing valve actuators and installation of the replacement actuators presents a difficult task due to limited clearance in the area of the valves.
.In addition, high ambient temperatures exist in this area (130F - 140F), which will require area cooling for worker protection.
It is our intention to complete the replacement of these actuators prior to March 31, 1985, however, contingencies involved with special rigging, prevention of steam leakage during changeout, special ventilation and personnel safety considerations could cause delay of, the replacement beyond this date.
A justification for continued operation was part of our May 31, 1984 letter.
An additional copy is attached to this letter.

Shutdown Su ervisor Panels These two (2) relay panels were installed during the Spring 1984 refueling and maintenance outage per Appendix R requirements.
Environmentally qualified relays were not available.
However, relays with a high degree of reliability were installed and a qualification program was initiated.
This program is currently underway.
Age testing of these relays is complete.
Radiation, seismic and high energy line break environmental testing will be completed in December 1984, January 1985 and February 1985, respectively.
The final report, however, will not be issued until after March 1985.
This report will require review and approval by our Equipment gualification staff.

Mr. B. G. Hooten However, when the testing is complete, both the test data and a letter report on the individual test phases will be available and a
determination will be made as to the success of the environmental qualification at that time.
Due to delays beyond our control,
- however, the test program could extend past March 1985.
A justification for continued operation has been prepared and is included in an attachment for your information.
Therefore, for the reasons of potential test complications and installation problems discussed
- above, Niagara Mohawk in accordance with 10 CFR 50.49(g) requests an extension from March 1985 to November 30, 1985 for completing the Equipment gualification Program on these six pieces of equipment."
On February 5, 1985 the licensee supplemented its December 13, 1984 extension request with regard to the Limitorque Valve Actuators.
In particular, it identified that the motor operators of the inside isolation valves (39-09 and 39-10) could not be accomplished during plant operation and that an outage is required for their installation.
Further, it restated that the outboard valves (39-07 and 37-08) could be installed during oper ation and that replacement of all four motor operators would be completed on or before November 30, 1985.
The licensee, in its submittal of May 31, 1984 has provided justifications for continued operation (JCOs) with the existing plant equipment.
We have reviewed the JCOs as a part of the Safety Evaluation of January 10, 1985 and found them acceptable.
We find that the JCOs for the six items identified are sufficient to support operation during the requested extension period.
We have reviewed the submittals described above provided by the licensee and conclude that request for extension is timely and within the scope of 10 CFR 50.49(h) and that NMPC has shown good cause for the extension stemming from task complications (test program complications for the Shutdown Supervisory, Panels) and installation problems with the Emergency Condenser Isolation Valves actuators.
We find extending the implementation date until November 30, 1985, is acceptable and that operation until that time will not adversely affect the public health and safety.
The request for extension of deadline is hereby granted.
