In a letter to A. Schwencer, NRC, from'C.
V,. Mangan, flMPC (October ll, 1984), Mr. Mangan requested NRC approVal for use of the Pressure Vessel Research Committee (PVRC) recommended damping criteria in the r'esponse spectrum seismic analysis ot piping for Nine Mile"Point 2.
The 'letter further stated that this damping criteria will 'be used as an alternative to the values given in Regulatory Guide 1.61, will only be used when necessary to resolve design or as-built verification items, and,'hen used, this new criteria will be applied in its entirety to both, the operating basis earthquake and the safe shutdown earthquake analyses.
Prior to completing our review of this issue the following additional commitments are needed:
1.
The new damping values should be identified as those contained in ASME Code Case N-411 rather than the PVRC recommended damping criteria.
2.
If, as a result of using the damping values in ASME Code Case N-411, piping supports are moved, modified or eliminated, the expected increased piping displacements resulting from greater piping flexi~
bility will be checked to ensure that they can be accommodated and that there will be no adverse interaction with adjacent structures, components and equipment.
