RE(VEST FOR INFORMATION CONCERNING LEAD FACTORS FOR SURVEILLANCE SPECIMEN CAPSULES Our Draft SER sent to Mr. Gerald Rhode on March 8, 1984 noted that lead factors for Nine Mile Point 2 needed to be identified.

Although the lead factors have never been formally submitted, discussions with your staff on October 10, 1984 indicated a lead factor of.29 at Nine Mile Point 2.

Accordingly, enclosed is a request for information concerning the lead factors at Nine Mile Point 2.

Enclosure RE(UEST FOR INFORMATION LEAD FACTORS I)

Paragraph II.B.2 of Appendix H, 10 CFR 50 requires, in part, that sur-veillance specimen capsules must be located near the inside vessel wall in the beltline region so that the specimen irradiation history duplicates, to the extent practicable within the physical constraints of the system, the neutron spectrum, temperature

history, and maximum neutron fluence experienced by the reactor vessel inner surface.

To demonstrate compli-ance with these requirements:

a.

Indicate the lead factors for the surveillance capsule relative to the maximum neutron fluence experienced by the reactor vessel inner surface.

b.

Estimate temperature difference between the surveillance capsule and reactor vessel inner wall.

c.

Is there a significant neutron spectrum difference between the materials in the surveillance capsule and the reactor vessel= inner wall?

2) If there is a significant lag in neutron fluence, difference in temperature or difference in neutron spectrum between the materials in the surveillance capsule and the reactor vessel inner wall:

a.

To the extent practicable and within the physical constraints of the system, where may the capsules be relocated to better duplicate the irradiation history of the reactor vessel inner wall.

b. If it is impractical to move the capsule, explain why.

c.

How will irradiation damage to the NMP-2 reactor vessel materials be estimated throughout the design life of the vessel and how will the NMP-2 surveillance program monitor these estimates?

d.

Are there other licensees/applicants whose vessels can comply with the integrated surveillance requirements of Paragraph II.C of Appendix G, 10 CFR 50, and will participate with NMP-2 in an integrated sur-
