SAFETY EVALUATION, CONTAINMENT PURGING/VENTING DURING NORMAL PLANT OPERATION, CONTAINMENT SYSTEMS ASPECTS (MPA B-24)

Re:

Nine Mile Point Nuclear Station, Unit No.

1 We have completed our review of the containment systems aspects of Multi-Plant Action (MPA) Item B-24 at Nine Mile Point Unit 1.

Based on the findings contained in our previous Safety Evaluation (SE) dated December 9, 1981 and our current evaluation of the open items identified in the December 9,

1981 SE, we consider this issue resolved pending your formal confirmation for the two following items:

Informal acceptance of the staff recommendations has been received by telecon with your staff on February 1, 1984:

1)

The maximum valve closure times for containment purge valves be limited to 15 seconds or less following a LOCA.

Instrument delay times as well as valve disc traveling time should be considered in the overall response time.

2)

A leak test be performed to demonstrate that purge/vent isolation valve seal material has not deteriorated.

The leak testing should be performed every three months or within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> of each usage of the purge/vent system (for operating conditions above cold shutdown) with a maximum interval of six months between leak tests.

As a part of your formal confirmation, please provide your implementation schedule for these items.

Any changes to the Technical Specifications will remain open until the last remaining part of MPA B-24, Environmental gualification, is completed.

Technical Specifications should be submitted at that time and will be the subject of separate correspondence.
