Installation of Containment Electrical Penetrations for Nine Mile Point Nuclear Station, Unit 2 On August 22, 1983, you submitted a request for approval of an alternate method of meeting the guidance provided in Regulatory Guide 1.63 regarding installation of containment electrical penetrations for Nine Mile Point Nuclear Station, Unit 2 (NMP-2).
Regulatory Guide 1.63 endorses IEEE-317 (with certain clarifications) which requires that electrical penetration assemblies shall be installed, inspected and tested in accordance with the ASME Boiler and Pressure Vessel
- Code,Section III, Subsection NE, for Class MC components.
The ASME Code requirements include an "N" stamp for welded and mechanically attached components.
The NMP-2 Final Safety Analysis Report (FSAR) currently states that NMP-2 complies with Regulatory Guide 1.63.
In your letter of August 22, 1983, you proposed that the installation of the electrical penetrations be performed under the Stone and Webster Engineering Corporation guality Assurance Program for Category I components.
This will include installation based on the manufacturer's recommendations, in process surveillance, final visual inspection and leak rate testing.
We find this procedure for installation of containment electrical penetrations to be acceptable.
We conclude that installation of the electrical penetrations as described in your letter of August 22, 1983, will provide a level of quality that is commensurate with the safety function of the containment liner.
The FSAR should be revised accordingly.
