STAFF CONCERN REGARDING POTENTIAL FOR FLOODING Re:
Nine Mile Point Nuclear Station, Unit No.
1 On August 2, 1983, during the environmental site visit to Nine Mile Point Unit 2, the hydrologic engineering reviewer, noticed that a security fence for Unit 2 is partially blocking the drainage ditch, which i's located just to the south of the switchyard for Unit 1.
The fence crossing is also just upstream of three large culverts under the access road connecting the Unit 1
parking lot with Lake Road.
The relative locations of the above mentioned items are shown in the attached Figure 1 and copies of photographs are shown in Figure 2.
The staff is concerned that in the event of the fence may catch debris causing flooding possibly other parts of the site, or that a
washed downstream into the culverts causing We request that you:
an intense rainfall on the site, of the Unit 1 switchyard and section of the fence may be similar flooding.

Analyze the potential for flooding of safety related structures,
- systems, or components as caused by the location of the fence for rainfall events up to and including the probable maximum precipitation; and (2) if such potential exists, to describe changes which will be made to rectify the problem.
Should a situation occur where there is no readily apparent resolution between staff concern for a potential flooding situation and those measures required for plant security, the staff will be available for discussion of this issue.
