APPENDIX A NOTICE OF VIOLATION Niagara Mohawk Power Corporation Docket No. 50-410 Nine Mile Point, Unit 2 License No.

CPPR-112 As a result of the inspection conducted on May 16 - June 1, 1983, and in accordance. with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

10 CFR 50, Appendix B, Criterion III requires that measures be established for the identification and control of design interfaces and for coordination among participating design organizations.

Project Guideline 1, Revision 3, Paragraph IV.B states that the "Approval by SWEC [Stone and Webster Engineering Corporation] of sections prepared by others means that these sections are satisfactory from an interface standpoint and that there is proper integration and compatibility of other designs with those of the overall plant."

Project Guideline 45, Revision 0, also states that "Approval by SWEC of GE [General Electric] prepared sections

[NSSS Portion of FSAR] means that these sections are satisfactory from an interfacing standpoint and that there is proper integration and compatibility of GE designs with those of the overall plant."

Contrary to the above, SWEC approved the GE prepared sections although these sections were unsatisfactory from an interfacing standpoint and there was not proper integratio'n and compatibility of the GE design with that of the overall plant, resulting in incorrect information submitted to the NRC in the FSAR.

This is a Severity Level V violation.

Pursuant to the provisions of 10 CFR 2.201, Niagara Mohawk Power Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance +ill be achieved.

Where good cause is shown, consideration will be given to extending this response time.
