Docket No. 50-220 MAR Op 1983 ZZ H pXZB0Opm Niagara Mohawk Power., Corporation ATTN:

Mr. Gerald K. Rhode Senior Vice President System Project Management c/o Hiss Catherine R. Seibert 300 Erie Boulevard West

Syracuse, New York 13202 Gentlemen:

Subject:

Independent Nondestructive Examination (NDE)by NRC at Nine Mile Point Unit 81 This letter is to confirm the NRC Region I plan to perform an independent verifica-tion inspection using the NRC NDE van and contractor technicans under NRC direction at the Nine Mile Point Unit 1 site.

We consider this as an independent verification inspection of recent construction at the Nine Mile Point Unit 1 site.

Construction activities and materials will be sampled through nondestructive examinations as a supplement to our existing on-going inspection. efforts.

Similar nondestructive examinations by NRC are being per'formed on a routine basis at other nuclear power reactor sites.

The inspection is expected to begin on March 23, 1983 and will take approximately one (1) week to complete.

The scope of the program, security requirements for the NRC van, contractor personnel access requirements and licensee interfaces will be discussed with your representatives prior to arrival of the van on site.

Nondes-tructive examinations will be primarily'adiography although other NDE techniques may be used.

To minimize the impact on normal site activities, backshift hours will be used whenever possible.

Licensee representatives will be kept informed of our progress and significant findings and at the conclusion of the on-site activities, an exit meeting with licensee personnel will be conducted in accordance with our normal practices.

The evaluation of examination results and preparation of an inspection report will be car ried out following completion of the on-site work and the results will be transmitted to you via the normal NRC reporting mechanism.
