Dear Mr. Higgins:
By letter, dated July 5, 1982, you expressed.= concerns about certain design defects -at the Nine 'Mile Point Nuclear Station (Unit 1).
You indicated that the placement of public address'ystems in the control room was defective for two reasons:
(1) plant operators would have difficulty reaching such'ystems, and.(2): the'instrument-,cords could easily drag across a number of switches and cause inadvertant operation.
In August 1981,.the NRC issued NUREG-0700, "Guidelines for Control Room Design Review."
Section 6.2.1.2; paragraph b, addresses handsets..
Specifically,.items (3) and (5') specify that:
(1) cords should be a non-kink or self-retracting type, and (2) cords-should be positioned so as to avoid 'entangling critical controls or 'endangering passing traffic.
The NRC is presently implementing a program involving'a design review.at all plants in accordance with the guidelines of NUREG-0700.
In-response to your letter a preliminary.-review of the Nine, Mile Point control board layout was..conducted by the resident inspector.
The subject handset is located in the vertical portion of the upper panel.
'The hand-set is considered to,be accessible to plant operators.
However, the cord was not retractable and. could potent'ially entangle critical controls.
With=respect to entanglement, it was.determined that there has been no inadvertant actuation of. safety systems over. the 12 years of Nine Mile Point operation.
Based on this, it is our intention to continue to implement a program of design review of the Nine Mile Point control room design in a timely,manner.
Please note, that the Nine Mile Point plant wil.l be shutdown for primary coolant system repairs unti,l the spring of 1983.
In the near future the utilitywill be requested to,propose a schedule for performing a Detailed Control Room Human factors Review.
