Furnace Sensitized Stainless Steel Safe-Ends Re:

Nine Mile Point Nuclear Station, Unit No.

1 On April 21, 1982, a letter was forwarded to you requesting information regarding your replacement of reactor vessel safe-ends at the Nine Mile Point Nuclear Station, Unit No. 1.

Specifically, you were directed to provide information for NRC approval prior to undertaking significant and irreversible repair programs.

On April 22, 1982, there was a meeting held in Bethesda at which your representa-tive presented preliminary information regarding the safety aspects of the Nine Mile Point safe-end replacement.

Subsequently, by letter dated April 30, 1982, you provided, and requested approval for, plans with respect to decontamination.

The details submitted pertained to recirculation system decontamination from the pump discharge valves to the recirculation outlet nozzles.

The following safety aspects of your April 30, 1982, submittal have been reviewed:

3) 4 The decontamination process itself, The effects on materials of this process, Radiation exposures to personnel, and Radwaste handling and control.

Regarding effects on materials, in your submittal you indicated that a seal plug would be placed in the vessel nozzle.

The seal plug would ensure that the decontamination fluid in the recirculation system does not leak into the reactor vessel.

Subsequent verbal communications confirmed that this plug is manufactured from a silicone neoprene material.

You also indicated that seal plugs made from ethylenepropylenediene have been ordered.

Based on your written commitment to monitor reactor water conductivity as well as decontamination fluid chlorides, we have concluded that the silicone neoprene seal may be

used, but that its use be limited to the first recirculation loop only.

The ethylenepropylenediene seals should be used for the remaining four loops in order to minimize possible adverse effects on the reactor nozzle stainless steel cladding.

Mr. Donald P. Disc With respect to the decontamination process and radiation handling and control, we have concluded that there is reasonable assurance that decontamination can be conducted from the pumpdischarge valves to the outlet nozzles without endangering the health and safety of the public.

Furthermore, with respect to radiation exposures we have concluded that the 700 to 800 man-rem reduction in the exposures to workers is consistent with the as-low-as-reasonably-achievable (ALARA) criteria and is in compliance with the Commission's r egulations.

Therefore, by this letter the subject decontamination is approved.
