On Page 3 of the attachment to the November 24th letter, NM states that the proposed reorganization does not modify or compromise in any way the responsi-bility and independence of the existing Quality Assurance Department (QAD).

Further, Item 4 on Page 4 addresses the frequency of audits of the newly pro-posed Project Quality Organization (PQO) and,Item 5 states that the present QAD can still recommend/initiate stop work orders.

These matters were of concern to the previous resident inspector at NMP-2 (R. Feil) and were the thrust of our request for additional information in our October 28th letter to NM.

Please review this submittal and prepare an evaluation by January 8, 1982, which will enable us to discuss this matter at our meeting with NM regarding its proposed QA revision.

You should also review NM s proposal in its October 15, 1981 letter, to downgrade the qualifications of its QA manager.
