we consider that your. program- ..
for control of keys to areas. where-the radiation level is greater than .1000 mrem/
hr. is inadequate.
Technical- Specification 6.-13.1b requires that keys- to these,
areas
"shall be maintained under the administrative control of the shift super-
visor on duty."
The intent ..of-. this specification is to ensure that a positive
means of management control-exists to prevent. unnecessary
personnel
exposure
through the control of keys -by personnel
who are knowledgeable of the need for
entry and of plant conditions.:
In your response,
you stated, that key control .-
is being maintained
by maintenance- of. a- list of qualified self-monitor personnel,
who have been issued
High Radiation Door Keys, in the Control Room...lte consider
that the maintenance of a list of personnel. with keys does not meet .the intent
of this requirement.
You are requested
to re-address
this item of noncompliance within 20 days
and
state the measures
taken to,implement these. controls
and when full compliance
will be achieved.
