SUBJECT:
FIRE PROTECTION SCHEDULAR RELIEF - NINE MILE POINT NUCLEAR POWER PLANT (UNIT 1)
We have completed our review of'our letter dated September 11, 19&1.
Prior to this time you had requested, and received NRC approval for, schedular relief regarding four fire protection modifications.
Of these four items, three have been completed.
Your letter requested fuither schedular relief for the remaining item, Fire Detection Systems.
We have reviewed your submittal and have decided to grant the requested extension in accordance with 10 CFR 50.48(d).
The fire detection system was to be installed by September 30, 1981.
However, in your letter you indicated that equipment delivery problems have resulted in a revised installation date of November 1, 1981.
Furthermore, you indicated that. preoperational testing might extend beyond November 1, 1981.
We have reviewed your efforts to obtain fire detection equipment in a timely fashion.
We have concluded that you have made a best effort and that your effort is considered good cause for granting schedular relief.
However, such relief cannot extend beyond November 17, 1981 in accordance with the requirements of 10 CFR 50 Appendix R.
Therefore, as ver bally agreed to by members of your staff, the fire detection system must be completely installed, preoperationally tested and functional by November 17, 1961.
In order to ensure public health and safety, you indicated that compensatory measures will be taken prior to detection system completion.
A high degree of early warning is already provided by normal plant tours, and security personnel make hourly tours of all main buildings within the plant.
In addition, operating and maintenance personnel make irregular tours for various reasons.
Finally, during system preoperational testing, fire watches will be posted as specified by Technical Specifications for removal from service of one extinguishing system.
We have concluded that these interim measures, in conjunction with plant procedures for the control of combustibles, adequately reduce potential fire 'damage to equipment required for safe plant shutdown.

t1r. Donald P. Disc Based on our review, we conclude that Niagara mohawk's efforts to date and equipment unavailability are good cause for extending the fire (etection system completion date.
Furthermore, we conclude that such an extension will not adversely affect public health and safety.
Accordingly, pursuant to 10 CFR 50.48(d) the modification completion date has been extended to November 17, 1981.
The aforementioned interim measures shall remain in effect until preoperational testing has been satisfactorily accomplished, and the system has been declared operational.
A copy of the r elated Notice of Extension, which is being forwarded to the Office of the Federal Register for publication, is enclosed.
