by NRC License

No. DPR-63 and to the discussions

of

our findings held by Nr. S. Hudson with Hr. T.

Roman of your staff at the

conclusion of the inspection-

Areas examined during. this inspection are described

in the Office of

Inspection

ang Enforcement Inspection Report which is enclosed with this

letter.

Within these areas,

the inspection consisted of selective

examin-

ations of procedures

and representative

records,

interviews with personnel,

measurements

made

by the inspector,

and observations

by the inspector.

Our inspector also verified the steps

you have taken to cor rect the items

of noncompliance

brought to .your attention in the enclosure to our letter

dated

November 25, 1980.

We have

no further questions

regarding your action

at this time.

Based

on the results of this inspection, it appears that one of your

activities was not conducted in full compliance with NRC requirements,

as

set forth in the Notice of Violation, enclosed

herewith

as Appendix A.

This item of noncompliance

has

been categorized into the levels described-

in the Federal

Register

Notice (45 FR 66754) dated October 7, 1980.

You

are required to respond to this letter and in preparing your response,

you

should follow the instructions in Appendix A.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of

this letter and the enclosures will be placed in the NRC's Public Document

'Room. If this report contains

any information, that you (or your contractors)

believe to be exempt from disclosure

under

10 CFR 9.5(a)(4), it is necessary

that you (a) notify this office by telephone within ten

10) days from the
