OF flEETING HELD MARCH 6, 1981, TO DISCUSS THE USE OF THE DYWIDAG THREADBAR SYSTEf'1.
A meeting was held t1arch 6, 1981 in Bethesda, ffaryland with representatives from Niagara tlohawk Power Corporation (NHPC) to discuss the staff's require-ments for the use of the DYWIDAG Threadbar
- System, based on a letter, dated March 5, 1981, from NRC to fNPC.
Also present were the applicant's A/E Stone and Webster and Dyckerhoff and Widmann, Inc, the representative for DYWIDAG.
The applicant requested a limited approval to use the DYWIDAG Threadbar System in an unstaggered configuration at the junctions of the above-ground floor slabs and the exterior wall of the reactor building.
The bars would be used as. dowels, subject to a maximum stress of 16 Ksi under all applicable loading combinations.
The staff expressed its general concern that, in an unstaggered configuration, an area of 20% to 30% increase in strain at a loading of 90% of yield could cause a zone of weakness and cracking in the containment concrete.
The applicant responded that the strain was still within code allowance for unspliced bar.
The applicant agreed. to comply with the applicable sections of ASME Code 1980 Edition, including Summer."198g
- addenda, and ACI Code 349-76.
The applicant presented a statistical summary o~data showing that the strain on the connectors at 90% of yield doesn't exceed the strain. of an unspliced bar by more than 50'X.
The staff expressed its concern that the data~f~r the 818 bar, unlike the smaller
- grades, was very close to the 50'X point and indicated.that additional testing would be needed before 818 bar was approved for use.
The -applicant stated that for the present application, 811 bar was the maximum size to be used.
The staff also requested a similar statistical summary for a loading of 50K of"yield.
The applicant agreed to provide assurance by calculation that the stresses in this limited application are all less than 50% of yield.
The staff also requested the applicant to examine the balance ratio where it had indicated that it will be using 60 Grade bar with a 40 Grade design.
The applicant offered to commit to the ACI 349-76 clearance requirements for bar spacing.
Concerning the group tensile test requested in the letter to NNPC, dated March 5, 1981, the applicant would not commit to the test before an extensive review of the cost and feasibility of such a test.
The applicant requested specific directions as to the purpose of the test and what the staff wants to see as results.

within 2 weeks, based on the above commitments but not on a commitment to any further testing.
The staff requested NPC to reply promptly to the letter of March 5, 1981 and to the further concerns brought out in the meeting, and indicated that the staff would respond in a reasonable timespan.
