Thank you for informing us of the corrective
and preventive actions
documented
in your letter.
These actions will be examined during
a subsequent
inspection
of your licensed
program.
Based
on
a telephone
conversation
between
Mr. T.
Roman of your staff and Messrs.
G.
Napuda
and
N. Blumberg of this office on October 16,
1980 we understand
APN-
5, "Procedure for Control of Procedures,
Instructions,
Orders
and Drawings,"
will be revised.
This revision will require procedure
reviewers to use guidance
as contained in the APN-5 figure 4 checklist.
We further understand
that these
personnel will be re-instructed in the procedure
review requirements.
In accordance
with Section 2.790(d) of the NRC's "Rules of Practice,"
Part 2,
Title 10,
Code of Federal
Regulations,
documentation of findings of the control
and accounting
procedures for safeguarding
special
nuclear materials
and facility
security procedures
are exempt from disclosure;
therefore,
Appendix
B of your
response letter will not be placed in the Public Document
Room.
