II This is to confirm our understanding of a telephone discussion between Mr. T.

Roman of your staff and Messrs.

D. Hudson -of our office on December 11, 1980 concerning actions that you agreed to take in response to certain requirements specified in Inspection and Enforcement Bulletin 80-17, Failure of Control Rods to Insert During a Scram at a

BWR, in accordance with the NRC Confirmatory Order to Niagara Mohawk dated October 2, 1980.

With regard to the items discussed, it is our understanding that the following actions have been or will be taken:

1.

A television camera has been installed to monitor the local scram discharge volume water level monitoring system panel with a display in the control room to provide the control room operators with indication of the presence of water in each of the five (5) scram discharge volumes.

Also, a provision has been established that if the television monitor becomes inoperable an operator, with communications to the control room, will be stationed at the local panel.

2.

Your special procedure, Nl-SOP-15, has been revised to require an immediate manual scram when your scram discharge volume continuous water level monitoring system indicates that there is presence of water in more than one scram discharge volume in either of the two groups of interconnected scram discharge volumes.

3.

By December 19, 1980, the scram discharge level monitoring system will be modified to include individual indicating lights in the control room for each of the five scram discharge volume detectors.
