SUÃ1ARY OF MEETING HELD AUGUST 21, 1980-CRACK KN REACTOR BUILDING WALL By memo dated July 9, 1980, the Structural Engineering Branch requested a
Nine Mile Point (Unit 1) site visit to discuss a crack in the northeast corner of the Reactor Building.
The site visit was made August 21, 1980 and attendance at this meeting is delineated in Enclosure 1.
Niagara Mohawk personnel made a presentation of the hypothesized crack failure mechanism.
In essence, they concluded that the subject crack resulted from the thermal expansion of the Screenwell Building wall into the north face of the Reactor Building.
The evidence presented by Niagara Mohawk Power Corporation (NMPC) as well as the visual observations made during the site tour tended to support this conclusion. (It was noted that this failure mechanism conflicted with the ori)inal staff thinking that identified site rock squeeze and foundation problems as the cause).>

The north-south wall of the Screenwell Pump House butts up against the east-west wall of the Reactor Building.
Expansion of this north-south wall (16" thick) could have caused the crack in the east-west wall (3'nd 4'hick depending on elevation).
Evidence to support this included:
(1) the Screenwell wall is 150'n length and has no expansion joints; (2) the Screenwell wall butts up flush against the Reactor Building although there is no rebar intertie; (3) the configuration of the cracks confirms the failure mechanism; (4) the bowing of the Reactor Building wall and the Screenwell Pump House floors confirm the failure mechanism; (5). the crack has not grown since monitoring began in mid-1978; and (6) the Screenwell wall was poured in the winter which would result in a one-time thermal expansion during the following summer.
The preliminary conclusion by the staff concurred the NMPC findings.
In order to finalize our evaluation, NMPC was requested to formally provide the following information:
(1)
Calculations and drawings used to come to their conclusion; (2)
A cotanitment for a monitoring program to quarterly ascertai n crack propogation as well as building wall movement; OFFICE)

7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-220 NIAGARA MOHAWK POWER CORPORATION NOTICE OF ISSUANCE OF FACILITY LICENSE AMENDMENT The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.
37 to Facility Operating License No. DPR-63 to Niagara Mohawk Power Corporation (the licensee) which revised the Technical Specifications for operation of the Nine Mile Point Nuclear Station, Unit No.
1 (the facility) located in Oswego County, New York.
The amendment is effective as of its date of issuance.
The amendment revises the Technical Specifications to reflect the installation of an Analog Transmitter Trip Unit System (ATTUS).
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission s rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance. of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.
For further details with respect to this action, see (1) the application for amendment dated February 15, 1979 supplemented by letters dated March 27 and April 3, 1979, (2} Amendment No.
37 to License No. DPR-63, and (3) the Commission's related Safety Eyaluation.

The amendment consists of changes to the Technical Specifications to mod'ify the power-to-flow curve and allow additional operational flexibility during plant load changes.
In addition, corrections have been made to the license to reflect the present power limitations at the end'of cycle.
