REQUEST FOR ADDITIONAL INFOKQTION - SPLICING REINFORCING STEEL BARS'e have'eviewed your letter dated August 9, 1979, in which you propose to

use another method of.splicing reinforcing steel bars which differs markedly from the spl,icing method described in Section 12.6.3 of the Nine Mile Point Unit 2 PSAR.
Specifically, you propose-to use the Dwidag Threadbar System as opposed to the cadwelded and welded splice methods described in yoUr original application.
Your basis for justifying the newly proposed splicing.
method is the approval granted in Code Case
- 1758, dated. December 12, 1976, of ASIDE Section III, Division 2.
Based on our review, we find ther e is insufficient information provided in your letter to approve this proposed change.
Specifically, the referenced code case indicates in Section 2 those I
requirements acceptable to.the ASME for material selection, qualification and performance testing of the splices".
We require that you submit this information for our review.
Additionally, we're aware of only one nuclear power plant on which this
'splicing method has been used and, then, only in a limited number of places sich as temporary openings and in those portions of the structure which had a stress level in the reinforcing steel bars lower than the maximum per-mitted by code.
Accordingly, we request that you provide additional infor-mation on the proposed use of %his splicing method, including: (1) reference to any other usage in nuclear power plants; (2) a discussion of the use of the proposed splices in highly stressed areas; and (3) a justification for OI now~
