A meeting was held in Bethesda'on'October 15,.1979 to discuss with representatives of t~iagara Mohawk the design-of the Nine Hile.Point (Unit 1) containment purge valves.
Enclosure (1) is the meeting agenda,

and enclosure (2) de1ineates attendance at this meeting.
t<iagara f/ohawk purges containment to maintain required containment'P between drywell and secondary containment and between torus and secondary containment.
A second system is used for containment inerting and deinerting necessitated'dur ing refueling outages.
The pump back system is entirely located'nside the drywell.
Therefore, this system is not
.considered as part of the staff concern regarding either containment integrity or electrical bypass of a safety function as described in the NRC letter of November 29, 1978.

This system is the subject of the aforementioned staff concerns for this reason as well as for the reason that Niagara tttohawk would like to retain the use of the inerting system as a backup for the pump 'back system.
(Reliability of the pump back system is'questionable from a power generation design standpoint. )
The c'ontainment inerting system is typically used approximately, 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> per year; i.e., for 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br /> per piant shutdown which historicaIIy has been necessary on a quarter1y basis.

The staff.discussed the guidelines for valve operability as described in NRC letter of September 27, 1979.
This long term program for purging and venting required the licensee to inform us within 30 days re a commitment to a valve qualification on an expedited basis.
Niagara will inform us as soon as possible about their intentions.
The staff will make persopnel available to discuss the requirements of the September, letter.

The licensee'committed to verify the 60 second closure and to provide a para=
metric dose anlaysis.
The stiff will provide a position regardi'ng calcu-lations which assume closure times in excess of the current 10 second maximum allowable.
The staff initiated position re post LOCA source terms is that for the time 0 to 10 seconds Technical Specifications limits apply, and from 10 to 60 seconds TID source terms apply.
In addition to accident doses, the normal dose limits at the site boundary were discussed.
The licensee agreed to provide doses calaulated using Technical Specification 1'imits and the assumed approximate 100 hour0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> per year *purging rate.
The licensee indicated that samples were analyzed prior to purging, and that during purging stack monitors were used in order to detect abnormally high
'adiation levels.
The licensee agreed to review the sensitivity of these instruments relative to the 250,000 SCFth of dilution flow to the stack from other plant vent systems.
A brief electrical design review was.made.
Personnel were not.available to discuss the details and specificC.
Therefore, -the'electrical review is to be
'rescheduled in the near future.
The purge valve short term program was discussed and the staff's preliminary draft position for interim operation was verbally presented..
The licensee agreed to be responsive to. the staff position upon receipt of our formal transmittal.
