3' 87g Docket No. 50-220 ter. Donald P. Disc Vice President - Engineer ing

, Niagara tloha~4 Power'orporation 300 Erie Boul evard

- West

Syracuse, New York 13202

Dear Hr. Disc:

In 1974, the NRC requested that all power reactor licensees submit standard administrative control requirements.

One of these requirements called for the direct supervision of core alterations by a licensed Senior Reactor Operator (SRO) who had no concurrent duties.

~

I'ection 6.2.2 of the Nine fhile Point Unit No.

1 Technical Specifications specifies that:

(1) a Senior Licensed Operator shall be responsible for all movement of new and irradiated fuel within the'site boundary; and (2) all fuel moves within the core shal'l be directly monitored by a member of. the reactor analyst group.

Th1s does not satisfy the requirement of an

SRO, without concurrent duties, supervising core alterations.

The NRC examination for a Senior Reactor Operator covers core alterations while the examination for a Reactor Operator d'oes not.

Therefore, a Senior Reactor Operator knowledgeable in the affects of core alterations should direct refueling activities,.

During a major outage the currently requi red Senior Reactor Operator (assigned as the Shift Supervisor) can only devote a portion of time to any single activity because of the large number of activities for which'he is responsible.

For example, the administrative burden on the Senior Reactor

~ Operator (Shift Supervisor) during a refueling outage includes several categories of work such as plant modifications, planned m'aintenance, preventative maintenance, annual

overhaul, and in-service inspections.

tetany additional personnel are often assigned to the station during a major

outage, which adds further burden for compliance with security requi rements.

Due to this, one Senior Reactor Operator cannot'jive refueling activities the attention that they warrant'.

Therefore, a second, suitably qualified, person should be provdded so>ire~t those activities.

Accordingly', we request that you propose a change to your Technical Specifications to adopt the wording:

ALL CORE ALTERATIONS =shal I be Dlv~i,
