This refers to your letter dated

1, 1978, in response

to our

letter dated

November 9, 1978.

Based

on the information provided in your letter dated

December 1, 1978,

and telephone

conversations

between

Mr. J.

P. Stohr and Dr. M. Shanbaky

of this office and Mr. T. Lempges of your staff on January

3 and 4,

1979, item A will be considered

as

a licensee identified item.

Our

records will be modified to reflect this change..

However, it is our

understanding

that all the environmental

water samples will be analyzed

at your contractor's

laboratory until your proposed

environmental

laboratory

is completed,

so

as., to ensure

an acceptable

level of analytical sensitivity.

With regard to item B, based

on the above conversation, it is our under-

standing that the referenced

procedure will be further modified with

consideration

to operator action so as to ensure that flow reversal

operations

do not cause

the Technical Specification 2.1.5 temperature

limits to be exceeded.

With regard to items

D and

E, your interpretation

has

been

reviewed

and

has

been found to be incor rect.

The eight hours, within any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />

period,

do not have to be consecutive.

Therefore these

items will

remain

as items of noncompliance.

Please

provide this office, within

twenty (20) days,

as previously requested,

a written response

including:

(1) corrective steps

which have

been taken by you and the results

achieved;

(2) corrective steps

which will be taken to avoid further items of

noncompliance;

and (3) the date

when full compliance will be achieved.

Thank you for informing us of the corrective

and preventive actions

documented

in your le'tter and discussed..in

the aforementioned

telephone

conversations.

These actions will be examined during

a subsequent

inspection of your licensed

program.
