By letter dated September 1, 1978, as'amended by letters of November 30 and December 13, 19?8 you informed -us of. your-plans to install a radio-active waste solidification and handling system.

The proposed systems are to be installed at the Nine Nile Point Unit 1 Huclear Station.

Your letter of llovember 30, 1978 indicated that Hiagara Mohawk has deter-mined that this modification does not involve an unreviewed safety question as defined in 10 CFR 50'. 59(a).

In order for us to verify this determination, you are requested. to provide written responses for the.

items identified in Enclosure 1 Jy January 19, 1979.

Please note that these questions were previously forwarded to you informally on December 12, 1978 due to the tightness in timing as dictated by your February 1979

In an effort to accelerate the process, it may be determined that the requested information has already been developed for the construction of Hine tJile Point Unit 2.

REQUEST FOR ADDITIONAL INFORfATION TO NIAGARA HOHAWK POWER CORPORATION ON RADIOACTIVE WASTE SOLIDIFICATION AND HANDLING SYSTEHS FOR NINE HILE POINT UNIT 1 NUCLEAR POWER PLANT I.

Construction A.,

Provide adequate description of the proposed project and its interaction with the environment to establish the magnitude of any construction impact and the adequacy of the construction impact control provisions.

We would suggest running through a check list similar to that required for a CP and provide:

1, an analysis and evaluation of pertinent information as to:

the nature of the environment, including topographical, geological, meteorological and hydrological characteristics; 2.

usage of ground and surface waters in the general area; 3.

the nature and location of other potentially affected facilities; 4.

procedures to be observed to minimize the risk of unexpected or adverse environmental impacts of construction including:

dust control smoke control erosion control and control of mud and sediment pest control noise control chemical (soil additives and construction chemicals) and solid waste (including spoil and debris disposal) control control of vehicular movement and traffic flow dewatering control of petroleum products (diesel fuel, oil and lubricates, etc.)

facilities for washing concrete mixers and haul trucks vegetation, restoration and landscaping

B.

Describe the nature and extent of the proposed construction.

Consider the following:

1.

type and time duration of construction practices, including:

clearing grubbing grading facility construction restoration 2.

location and size of construction site; 3.

rainfall distribution and frequency; 4.

chemical properties and geology of subsurface soil to extent necessary to identify hazards associated with runoff; 5,

number of people and type of heavy machinery linked with construction.

Provide adequate description of non-radiological air-and water-borne releases and their dispersion and potential impact on the site environs to demonstrate that attention has been given to the planning of facility operation.

Identify users of air and water that might be affected adversely.

Tdentify and provide other permits and approvals necessary for operation of this facility.

C.

Provide a statement placing the impacts of the proposed project in perspective with the impacts associated with construction and operation of Nine Nile Point 2.
