Dear Hr. Roisman:

As discussed in my letter to you of December 14 and in our telephone discussion yesterday, there is enclosed the Regulatory Staff's safety evaluation concerning the modified Exxon fuel densification model dated December 17, 1973.

In that connection, there is also enclosed material which includes all of the written data provided to us by Exxon to date in the course of our

'review of this modified model, with the exception of Oyster Creek Nuclear

, Generating Station, Docket 50-219, Supplement No. 3 to Facility Change Request No. 4, April 17, 1973 (Proprietary) and two charts claimed to be proprietary by Exxon.

Action by the Regulatory staff on the request to withhold the data claimed to be proprietary has not yet been completed.

This supplements the information provided by my letters of October 5 and November 1, dealing with previous submissions to the AEC concerning fuel densification in Exxon fuel.

There is also enclosed all docmaents, including internal memoranda, developed by the Regulatory staff and its contractors on the modified Exxon model.

r, This letter also confirms our agreement to brief you and your associates at the AEC office in Bethesda on December.20, 1973, concerning the underlying data provided to the staff on the modified Exxon and GE fuel densification models and our evaluation of this information.
