Niagara Mohawk Power Corporation, Licensee in the above-captioned

docket, hereby files an Application for Amendment to its Provisional Operating License DPR-17.

This Amendment would change the Technical Specifications by adding a surveillance requirement for the seismic snubbers for the emergency cooling system.

With this Application for Amendment, Licensee hereby transmits a

document entitled "Proposed Change to Technical Specifications" describing the change and the reasons therefore.

The proposed change h'as been reviewed and approved, by the Safety Review and Audit Board and the Site Operations Review Committee.

Proposed Changes to the Technical Specifications Proposed changes to the Technical Specifications would increase the assurance, of reliability of the Bergin Patterson snubbers in performing their intended function.

This change is being made as a result of directions to provide proposed changes to the Technical Specifications describing snubber surveillance in the Atomic Energy Commission's letter of October 1, 1973.

Niagara flohawk has implemented an inspection program as outlined in our letter.

.Since, that..time no deterioration has been found.

Therefore, adequate surveillance inspections can be performed at each majiIr refueling outage.

Reporting will be continued as previously described.
