The first set of proposed changes seeks to correct various typographical errors in Appendix A to Facility Operating License No. DPR-63 and the second set reflects a

Docket No. 50-220 APPLICATION FOR AMENDMENT TO TECHNICAL SPECIFICATIONS Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, Niagara Mohawk, holder of Facility Operating License No. DPR-63, hereby requests that Sections 4.3.3 and 3.4.3 and Table 6.2-1 of the Technical Specifications set forth in Appendix A to that License be amended.

These changes are proposed to correct errors contained in the 4

current Appendix A, and to provide for the addition of the reactor building extension.

The proposed technical specification change is set forth in Attachment A to this application.

A safety evaluation, which demonstrates ll that the proposed change does not involve a significant hazards consideration, is set forth in Attachment B.

The proposed change would not authorize any change in the types or any increase in the amounts of effluents or any change in the authorized power level of the facility.

ATTACHMENT B In the process of reviewing Appendix A of the Technical Speci-fications and Bases, two errors were noted.

The pressure at which the primary containment testable,penetrations and isolation valves are tested should have read 35 psig instead of 36 psi'g.

This was a typographical error.

A second error was noticed in Table 6.2-1.

The previous specification required that the operating force be supplemented by at least one additional operator, whenreactor ope'ration was longer than eight hours without the process computer.

The "operator" as used there was not meant to mean a "licensed operator."

Accordingly, the table should have shown two operators and three unlicensed instead of three operators and two unlicensed.

The error was made when transforming the specifications into tabular form.

An additional specification change is necessary since the hatch on Elevation 281 feet is being permanently removed with the addition of the reactor building extension.

This arrangement provides the required two doors in series to ensure reactor building integrity.

These changes have been reviewed and approved by the Safety Review and Audit Board and the Site Operations Review Committee.
