Acceptance review - Alternate request N1-CMP-002 and N2-I4-CMP-001 Dominion Relief Request Expires: Tuesday, June 20, 2017 12:00 AM By letter dated November 22, 2017, pursuant to 10 CFR 50.55a(z)(2), Dominion requested Nuclear Regulatory Commission (NRC) approval of proposed alternative repair criteria in lieu of those required by American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, IWA-4400, for North Anna Power Station Unit 1 and Unit 2. Specifically, alternative requests N1-14-CMP-002 and N2-14-CMP-001 propose to implement the requirements of ASME Code*case N-839, "Similar and Dissimilar Metal Welding Using Ambient Temperature SMAW Temper Bead Technique,Section XI, Division 1." The welding technique described in Code Case N-839 would allow repairs, as necessary, on equipment planned for inspection in upcoming refueling outages as well as other similar repairs. Compliance with 10 CFR 50.55a would result in a hardship without a compensating increase in the level of quality and safety.

The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this relief request. The acceptance review is to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review also would identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed the submittal and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues could affect the NRC staffs ability to complete the detailed technical review are identified, despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
