DIABLO CANYON NUCLEAR POWER PLANT 1994 ANNUAL EMERGENCY PREPAREDNESS EXERCISE On June 22,
- 1994, you conducted a full-scale emergency preparedness exercise at the Diablo Canyon Nuclear Power Plant.
In your July 6, 1994, letter, you requested NRC concurrence with your plan to take credit for this exercise to meet 10 CFR Part 50, Appendix E requirements for an annual exercise.
You would then cancel the annual exercise originally scheduled for July 27, 1994.
We have determined that your June 22, 1994, exercise meets the requirement for an annual emergency preparedness
- exercise, based on our discussions with you and our review of your July 6, 1994, letter.
We expect an exercise to meet the following seven criteria to comply with 10 CFR Part 50, Appendix E:

The exercise must be an exercise, not a drill. 'In an exercise, evaluators observe and note player performance fok critique purposes.
Nonplayers are not allowed to coach players.
The exercise involves major emergency plan elements.
Host or all of the Emergency
Response
Facilities are activated.
(3)
The exercise tests the licensee's integrated capability to implement the emergency plan.
(4)
The licensee develops an unique scenario for the exercise.
(5)
The licensee performs self-assessment of the exercise and conducts a
critique to identify strengths and weaknesses.
The licensee develops and implements corrective actions to address identified weaknesses.
(6)
State and local organizations are offered the opportunity to participate in the exercise.
(7)
The utility documents the exercise, showing how it met these criteria.
This documentation must be available for NRC inspector examination.
