SUBJECT: NRC INSPECTION REPORT 50-275/98-08; 50-323/98-08 AND NOTICE OF
VIOLATION
Dear Mr. Rueger.
From March 29 through May 9, 1998, a routine inspection was conducted at your Diablo
Canyon Nuclear Power Plant, Units 1 and 2 reactor facilities. The enclosed report presents the
scope arid results of that inspection.
During the 6-week period covered by this inspection period, your conduct of activities at the
Diablo Canyon Nuclear Power Plant facilitywas generally characterized by safety-conscious
operations, sound engineering and maintenance
practices, and good radiation protection
support.
Based on the results ofthis inspection, a violation of NRC requirements was identified. This
violation involved failure to perform a 10 CFR'50.59 safety evaluation for undersized
containment fan cooler unit motor leads and a failure of the Final Safety Analysis Report to be
complete and accurate in ali material respects.
The violation is cited in the enclosed Notice ofViolation (Notice) and the circumstances
surrounding this violation are described in detail in the enclosed report. Please note that you
are required to respond to this letter and should followthe instructions specified in the enclosed
Notice when preparing your response.
The NRC willuse your response,
in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its
enclosures,
and your response willbe placed in the NRC Public Document Room.
