NRC INSPECTION REPORT 50-275/97-19; 50-323/97-19
Dear Mr. Rueger:
An NRC inspection was conducted
October
11 through November 22, 1997, at your
Diablo Canyon Nuclear Power Plant, Units
1 and 2 reactor facilities. The enclosed report
presents the scope and results of that inspection.
During the 6-week period covered by this inspection period, your conduct of activities at
the Diablo Canyon Nuclear Power Plant facility was generally characterized
by
safety-conscious
operations,
sound engineering
and maintenance
practices,
and good
radiation protection support.
During this inspection period, your staff performed online replacement of the Unit 2 startup
transformer.
This task required both units to be isolated from startup power, which was
risk significant because
a trip of either unit would result in a loss of offsite power until
500 kV power through the main transformer could be restored.
The planning and
preparations for this evolution became acceptable
after NRC discussions
on the evolution
and the planned compensatory
actions.
The initial plans did not provide supplemental
operator training for the loss of offsite power.
After NRC questions
regarding the last
performance of training, your staff determined that supplemental
training would be
performed.
We encourage
your continued attention toward planning contingencies
when
preparing to place the plant in a risk significant alignment.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter
and its enclosure,
be placed in the NRC Public Document Room.
