ELECTRIC COMPANY - STAFF EYALUATION REGARDING ASLB ISSUES (TAC NOS.

M93981 AND M93982)

Dear Mr. Rueger:

In its Initial Decision (LBP-94-35) dated November 4,

1994, on construction period recovery for Diablo Canyon Nuclear Power Plant (DCNPP). Units 1 and 2, the Atomic Safety Licensing Board (ASLB) resolved all issues in favor of granting Pacific Gas

& Electric Company (the licensee) the requested license amendment to extend the operating license for DCNPP Units 1 and 2 to 2021 and 2025, respectively.

However. the ASLB noted three discrete areas in which corrective actions were necessary.

The first area concerned the Telatemp

program, a procedural temperature monitoring program for environmental qualified (EQ) equipment.

The second area involved a radiation monitoring system and requirements for working on energized equipment.

The third area involved communications between the Maintenance Department and other departments.

The ASLB delegated the NRC staff to schedule and confirm completion of corrective actions in these three areas.

LBP-94-35 authorized the Director of NRR to issue the amendment requested by the licensee in its application of July 9, 1992. subject to the three conditions set forth above.

The ASLB stated that the decision becomes effective and constitutes the final agency action 40 days after the date of its issuance, subject to any review pursuant.to the Commission's regulations.

The licensee has completed all activities related to these issues and.'y letter dated September 28, 1995, submitted reports for the staff's review.

Based on its review and verification, the staff concludes that the licensee's corrective actions to resolve the ASLB's concerns are acceptable.

The staff's conclusions are contained in the enclosed safety evaluation.
