Dear Mr. Rueger:
The NRC staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) has reviewed and evaluated the information provided by Pacific Gas and Electric Company in its letter dated November 19, 1996, related to the Second Ten-Year Interval Inservice Inspection Program Plan Request for Relief PRS-1B for Diablo Canyon Power Plant, Units 1 and, 2.
The licen'see submitted Relief Request PRS-1B (subpart of Relief Request PRS-l, which was submitted as a request for relief in the program) for review in a letter dated Nay 2, 1997.
The basis for the staff's conclusions are contained in'the enclosed safety evaluation.
The staff has determined that, with respect,to Relief Request PRS-lB, the proposed alternative testing is authorized pursuant to 10 CFR 50.55a(a)(3)(i),
in that the proposed alternative would provide an, acceptable level of quality and safety.
'his is a partial technical review performed 'by the staff for Request for Relief No.
PRS-1B under TAC Nos.
M95068 and M95069.
TAC Nos.
M95068 and N95069 remain open until the review is completed for the remaining requests for relief.
