On January 27, 1997, Pacific Gas and Electric Company (PG8E) submitted information about the auxiliary saltwater (ASW) system piping bypass project.

The NRC staff is reviewing and evaluating the submittal.

Additional information, as discussed in the enclosure, is requested in order for the staff to complete its review.

NOS, 50-275 ND 50-323 The following additional information is requested to assist the staff in its review of the PGKE submittal of January 27, 1997.

1.

Provide the abnormal load combinations and the acceptance criteria for the buried piping.

2.

Provide the acceptance criteria for the buried piping flanged joints, and the detailed basis for determining these criteria (ASME Section III,

1989, ND 3658.1, using Appendix XI methods modified to be consistent with the characteristics of the buried piping flange and gasket construction).

3.

4, Provide the manufacturer recommended capacities under normal operating conditions for the Dresser couplings.

Indicate the maximum safe rotation at the couplings, and provide the basis for this value.

Provide a description of the method of seismic analysis of the buried piping.

Provide an isometric drawing of the buried piping system computer model showing all supports and locations for ground motion differential displacement-1nput.

c.. Provide the ground motion differential displacement input histories to the analysis.

Provide the basis for separating the buried piping system evaluation into an analysis for lateral effects and an analysis for axial effects.

Provide the stresses and strains in the piping under abnormal load conditions at the locations of the couplings before installation.

Provide the displacements and rotations under abnormal load combinations at the locations of the couplings.

Show that the integrity of the pressure boundary at the location of the couplings will be maintained under the imposed lateral displacements and rotations.

Indicate inspection provisions to verify non-leakage through the couplings during normal operation.

Provide the basis for excluding auxiliary saltwater system (ASW) operating modes with a short duration from the abnormal load combination.

The seismic analysis of the ASW bypass was based on the Diablo Canyon long term seismic program (LTSP) ground motion which has a peak ground acceleration of 0.83g.

Since the LTSP ground motion was developed for a rock site, justify, its use for the ASW bypass which is founded on soil that might amplify the ground motion.
