On Hay 25,
1996,
the
NRC completed
an inspection at your Diablo Canyon Nuclear
Power Plant, Units
1
and 2, facility.
The enclosed
report presents
the
results of that inspection.
During the inspection period, your conduct of activities at the Diablo Canyon
facilities, with emphasis
on the refueling activities for Unit 2,
was
generally characterized
by safety-conscious
operations
and sound maintenance
and engineering
practices.
One violation was identified by the
NRC inspectors
and involved the failure to perform
a safety evaluation to support
a temporary
modification which had
been formalized into an equipment control guideline.
This temporary modification was not in conformance with the Updated Final
Safety Analysis Report.
A second violation, identified by your staff is also
being cited
(LER 50/323-96-002).
This violation is of concern
since your
actions,
to date,
to ensure
the operability of the fuel handling building
ventilation system during movement of loads over the spent fuel pool,
have not
been fully effective.
This finding coupled with the inspector finding that
actions
taken in response
to a previously identified violation related to the
replacement
of actuator pins for main steam isolation valves were not being
tracked,
indicate
a need for improvements
in your corrective actions
program.

surrounding
the violations are described
in detail
in the
enclosed
report.
Please

and should follow the instructions specified in the enclosed
Notice when
preparing your response.
The
NRC will use your response,
in part, to
determine
whether further enforcement
action is necessary
to ensure
compliance
with regulatory requirements.
