Dear Hr. Rueger:

By letter dated September 28, 1995, Pacific Gas and Electric (PG&E), the licensee for Diablo Canyon Power Plant, Units 1 and 2

(DCPP),

requested a

deviation from the technical requirements of Section III.G.2.b of Appendix R

to Part 50 of Title 10 of the Code of Federal Re ulations (10 CFR Part 50) to the extent that it requires the separation of redundant trains of safe shutdown cables and equipment by a horizontal distance of more than 20 feet with no intervening combustibles or fire hazards.

In addition, fire detectors and an automatic fire suppression system shall be installed in the fire area.

Specifically, you requested a deviation from the automatic suppression and detection technical provisions of Section III.G.2.b of Appendix R, to the extent that area wide automatic detection and suppression is not provided in the intake str ucture (Fire Area IS-1/Fire Zone 30-A-) for DCPP Units 1 and 2.

The NRC staff has reviewed this deviation, against the guidance by Interpretation 5, "Automatic Detection and Suppression,"

of Generic Letter (GL) 86-10, "Implementation of Fire Protection Requirement," April 24, 1986.

This interpretation states,

.In order to comply with the above provision, detection and suppression sufficient to protect against the hazards of the area must be installed.

In this regard, detection and suppression providing less than full area coverage may be adequate to comply with this requirement.

Where full area detection and suppression is not installed, licensees must perform an evaluation to access the adequacy of partial suppression and detection against the hazards in the area."

During an inspection at the Diablo Canyon Nuclear Power Plant, Unit Nos.

1 and 2, November 13-17, 1995, the NRC staff followed up and reviewed the requested deviation.

The proposed deviation request consisted of auxiliary saltwater (ASW) circuits which are located in the common intake structure for DCPP Units 1 and 2.

The intake structure houses four circulating water pumps (CWPs) and four ASW pumps.

The NRC staff found that the redundant circuits for the ASW pumps are separated by a horizontal distance of 20 feet with no 9601260044 960i22 PDR ADOCK 05000275 P
