SUBJECT:

REGION IV INITIATIVE INSPECTION -

NRC INSPECTION

REPORT 50-275/95-98:

50-323/95-98

The purpose of this letter is to announce

a Region

IV inspection at your

facility.

The inspection will consist of a site visit and in-office review of

information.

This inspection effort is intended to be completed at each site

by one inspector in about

2 days.

The schedule for the inspection is

contained in Attachment

1 to this letter.

We realize that Diablo Canyon Nuclear

Power Plant has

been recognized

as

a

superior performer with a reduced inspection plan as outlined in a letter

dated

May 8,

1995.

However,

due to the potential safety significance of

problems experienced

with the Terry turbines,

the need exists to perform this

inspection.

The purpose of this inspection is to review and assess

the safety

performance

experience of Terry turbines in auxiliary feedwater

or reactor

core isolation cooling'ystems,

as applicable.

While on site, this inspection

will emphasize

the gathering of site performance

data to support

an in-office

assessment.

The inspection will be conducted

using portions of Inspection

Procedure

93801 "Safety System Functional

Inspection."

Some facilities may

not receive

a site visit based

on recent inspection

and understanding

of

system configuration.

To assist in achieving the objectives of the inspection,

we request that you

make available for review the performance

information contained in

Attachment 2.

My staff will be contacting your staff by telephone to discuss

the information and the site visit schedule.

Should you have

any additional questions

concerning this inspection

or the

requested

information, please

contact

Mr. E. Collins at (817) 860-8291.

Sincerely,

homas
