The inspection
included
a
review of activities authorized for your Diablo Canyon Nuclear
Power Plant,
Units
1 and 2. f'acility.
At the conclusion of the inspection,
the findings
were discussed
with Hr. L. Womack and those
members of your staff identified
in the enclosed
report.
Areas
examined during the inspection
are identified in the report.
Within
these
areas.
the inspection consisted of selective examinations of procedures
and representative
records,
interviews with personnel,
and observation of
activities in progress.
The results of this inspection are documented
on
page
1, in the enclosed
report.
With some exceptions,
the inspection verified completion of your test program
to demonstrate
the design basis capability of your motor-operated
valves,
as
committed to in your response
"Safety-Related
Hotor-
Operated
Valve Testing
and Surveillance."
While the inspection generally
concluded that you had adequately
completed your initial motor-operated
valve
test activities, our verification of your efforts to complete Generic Letter 89-10 is contingent
upon you providing, for NRC review, additional
information and justification for the design basis capability for untested
valves, periodic verification, margin for valve factor degradation,
and the
status of outstanding quality assurance
findings.
Your written response to
the items identified in Attachment
2 is requested within 60 days of your
receipt of this letter
.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice."
a copy of
this letter and its enclosures will be placed in the
