This refers to the inspection
conducted
by Hessrs.'.
Hyers
and
H.
Runyan of
this office on June 6-10,
1994.
The inspection
included
a review of
activities authorized for your Diablo Canyon Nuclear Generating Station,
Units
1
and 2, facility.
At the conclusion of the inspection,
the findings
were discussed
with those
members of your staff identified in the enclosed
report.
Areas
examined during the inspection
are identified in the report.,
Within
these
areas,
the inspection consisted
of selective
examinations
of procedures
and representative
records
and interviews with personnel.
The results of this
inspection
are documented
on page
1 in the enclosed
report.
The report discusses
two examples
in which your initial troubleshooting
activities following operational
problems with motor-operated
valves were not
effective in determining the actual
cause of the problem,
In both cases
the
equipment
was returned
to service without the root cause of the problem being
'orrected.
We are
concerned
in these
instances
that the appropriate
technical
evaluations
were not conducted
in determining motor-op'crated
valve
operability.
As discussed
at the exit meeting with Hr. Hiklush on June
10,
1994, it is our understanding
that you have committed to establish
procedural
enhancements
to assure
adequate
engineering
involvement with maintenance
and
operations
in evaluating motor-operated
valve problems.
If your understanding
of this commitment differs from ours,
please
contact
me immediately.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,".
