SAFETY EVALUATION OF THE AMSAC SYSTEM, PGSE'S PROPOSED METHOD OF IMPLEMENTING THE REQUIREMENTS OF 10 CFR 50.62 (ATWS)

FOR DIABLO CANYON (TAC NOS.

59088 AND 59089)

The purpose of this letter is to forward the NRC staff's safety evaluation report (Enclosure

1) addressing your proposed implementation of the require-ments of the ATWS Rule (10 CFR 50.62) for the Diablo Canyon Nuclear Power Plant.

The staff has concluded that the proposed design is in compliance with the requirements of 10 CFR 50.62, paragraph (c)(1).

This conclusion is condi-tional upon (1) your successful completion of certain human-factors engineer-ing reviews, (2) your satisfactory completion of testing of isolation devic-es, and (3) development of acceptable technical specifications for implement-ing the ATWS rule.

These issues are discussed in detail in the enclosed safety evaluation.

It is the staff's position that the AMSAC may not be declared operational prior to successful qualification of the electrical isolation devices in accordance with Appendix A of the staff's generic AMSAC safety evaluation report.

Until staff review of the use of technical specifications for ATWS requirements is complete, we request that you continue with the scheduled installation and implementation (planned operation) of the proposed ATWS design using procedures for administrative control.
