/s/HSchierling On March 24 and 25, 1986 NRC staff and its consultants from Franklin Research Center audited documentation of design and analysis processes performed by Joseph Oat Corporation (Camden, New Jersey) for the Diablo Canyon Units 1

and 2 new spent fuel racks.

The audit was conducted to confirm information provided to the staff in earlier submittals from you and discussed with you at previous meetings.

A summary of the audit is enclosed for your information (NRC memorandum from F. Rinaldi to R. Ballard, dated April 11, 1986).

During the audit we discussed in detail items related to the diameter of the foot supports of the racks and localized stresses at the base of a fuel rack for a single spent fuel assembly compartment.
