SUBJECT:
QUALITY ASSURANCE PROGRAM DESCRIPTION FOR DIABLO CANYON We have reviewed the proposed changes you submitted on January 25, 1990 to Chapter 17 of the Diablo Canyon Power Plant FSAR Update.
The proposed changes include a reduction in your previously accepted QA Program description; specifically, the change would delete the QA Manager qualification requirement that one year of his nuclear power plant experience in the overall implementation of the QA Program be obtained within the QA organization.
Justification provided to support the change is that this QA program experience can be gained outside the QA organization.
Our review of the proposed changes submitted to Chapter 17 of the FSAR Update reveals that the QA Program will continue to meet the requirements of 10 CFR 50, Appendix B; therefore, the changes are acceptable.
If there are any changes to other operative QA commitments existing in docketed correspondence outside of the SAR QA program description, you are obligated to notify this office.
Implementing such changes should be based on 10 CFR 50.54 (a)(3).

Both concurred that the one year minimum QA experience need not be within the QA organization.
This is consistent with other licensees within RV.
