Emergency Plan Revision Gentlemen:
This letter acknowledges receipt of your letter of March 7, 1988 which transmitted Revision 3, Change 8 to the Diablo Canyon Nuclear Power Plant Emergency Plan.
We have completed our review of this document.
On June 9, 1988 Mr. Kent Prendergast of my staff contacted Mr. William Keyworth of your staff and discussed the following three items.
1)
Section 4, Table 4-1, Classification of Emergencies, No. 14.c.,
was changed to require the declaration of an unusual event for "flooding that causes entry in mode three (Hot Standby)".
Clarification appears to be needed to assure the event is classified when the conditions requiring going to mode three are met rather than when mode three is reached.
2)
Section 7.2. 1.9, was changed to describe the new telephones for the Health Physics Network (HPN) system and instructions for their use.
The change also characterized the HPN as as a back up to the ENS system.
The ENS system is not considered to be a back up system to the ENS.
This section should describe only the primary function of the system as stated in IE Information Notice 86-97.

Table 4-1, Classifying Emergency
- Events, Sections 14.c.
(Unusual Event) Section 18. d. (Alert) and Section
- 15. c., (Site Area Emergency) previously referred to a release of toxic or flammable gas as meeting a condition for the declaration of the unusual
- event, alert, or site area emergency.
The indicated conditions=of these sections were changed to be more specific with respect to referring to the location and the severity of the problem.
However, in the change references to flammable gas were deleted and the declaration of an emergency event appeared to be limited to only chlorine or ammonia.
Table 4-1 needs to be examined to ensure that other possible toxic and flammable gases are addressed.

JUN 27 1gqi Based upon the June 9 conversation, it is our understanding that these three items in the Emergency Plan wi 11 be reexamined and appropriate revisions made.
It is our conclusion that the revised Emergency Plan, with the appropriate changes made to the above three items, continues to meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.
