NRC Augmented Inspection
Team on
April 15-21,
29 and Hay 1, 1987 of activities authorized
by
NRC License
No.
A copy of the associated
Inspection Report
No. 50-323/87-18
(NUREG-1269) was sent to you by letter dated June 19, 1987.
Based
on the
results of the inspection
and as discussed
with you on May 1, 1987, it appears
that several ov'our licensed activities were not conducted in full compliance
with NRC requirements.
The violations descr ibed in the enclosed
Notice of Violation involved failure
to provide appropriate
procedures
and to comply with those procedures,
and
a
failure to conduct
and document
a safety evaluation required by 10 CFR 50.59.
The topics of appropriate
procedural
guidance
and compliance with procedures
have
been the subject of previous discussions
with you, and we understand
you
have initiated an improvement program as outlined in your letter to this
office of June 15; 1987.
You are required to respond to this letter and should follow the instructions
specified in the enclosed
Notice when preparing your response.
In your
response
you should document the specific actions taken
and any additional
actions you plan to take to prevent recurrence.
After reviewing your response
to this Notice, including your proposed corrective actions,
the
NRC will
determine whether further
NRC enforcement action is necessary
to ensure
compliance with NRC regulatory requirements.
In accordance with Section 2.790 of the NRC's "Rules of Practice,"
Part 2,
Title 10,
Code of Federal
Regulations,
a copy of this letter and its enclosure
will be placed in the
NRC Public Document
Room.
