SPENT FUEL RACK ANALYSIS - RE(VEST FOR ADDITIONAL INFORMATION At the meeting on March 26, 1987 you briefed the staff and our consultants on the modelling parameters and results of single and multirack analyses which you recently performed in response to our letter of February 26, 1987.

It is our understanding that you consider this effort as work in progress.

You requested that the information be treated as proprietary.

We have reviewed the analyses you presented and have determined that additional information is required for the staff to complete its evaluation of the design adequacy of the racks, based on the original three dimensional, single rack analysis with conservative assumptions as presented in the spent fuel pool expansion licensing report (PGSE letter DCL 85-306).

In order to clear ly demonstrate that the design values for the racks and fuel assemblies bound the calculated forces resulting from the various assumptions in modelling parameters, a similar three dimensional, single rack analysis should be performed with the more realistic assumptions that were used in your recent two dimensional, single and multirack analyses.

The specific analysis to be performed is described in the Enclosure.

If you need any further clarification of this question or wish to discuss it with the staff, please contact me promptly so that a meeting can be scheduled.

The reporting and/or recordkeeping requirements of this letter affect fewer than ten respondents; therefore, OMB clearance is not required under PL 96-511.

C ENCLOSURE DIABLO CANYON NUCLEAR POWER PLANT REQUEST FOR ADDITIONAL INFORMATION SPENT FUEL RACK ANALYSIS Analyze a singl.e rack using the 3D model with all parameters the same as those used to analyze Run Nos. "acorn 10" and "acorn 12".(Table 6.8.2 of the licensing report, PGKE letter DCL-85-306), but using the realistic spring constants and hydrodynamic fluid coupling effects consistent with those used for the multirack 2D analysis, described by PG&E as Case 3 in the meeting on March 26, 1987.

Analyze "acorn 10" with a coefficient of friction of 0.8, and "acorn 12", with a coefficient of friction of 0.2.

Provide the responses in a tabular form similar to that provided in Table 6.8.2 of the licensing report including values of R'1 to R6.

Run Nos. "acorn 10" and "acorn 12" were selected as the reference set for the conservative/realistic comparison because the imp>ct forces for this set are the highest, as shown in Table 6.8.2 of the licensing report.

If you can identify a different set of runs with higher impact forces than "acorn 10" and "acorn 12" you should inform us promptly, and prior to performing the requested 3D analysis, in order for us to determine if that set is more appropriate.
