As as result of the ongoing review of the Pacific Gas and Electric Company IST Program Plan for Diablo Canyon by our contractor, EGIlAG Idaho, we find that the additional information listed in the enclosure is required.
The review has included Revisions 5 and 2 of the plan for Units 1 and 2, respectively.

Discuss if all valves in the IST Program that have fail-safe actuators are tested to the requirements of Section XI, Paragraph IWV-3415.

Adequate instrumentation appears to be commercially available to meet the Code requirements.'herefore, Pump Relief Request Nos.
5, 6, and 7
should not be necessary.

A relief request should be submitted fot the component cooling water pumps as the measurement of the variable flow, as stated on Table 4. 1. 1 page 3, does not meet Code requirements.
(4)
Provide a more detailed iustification for not exercising the valves in Relief Request No.
10 during cold shutdowns.
