DIABLO CANYON UNITS 1 AND 2 LICENSE CONDITION FOR CONTAINMENT ISOLATION VALVES In our Safety Evaluation Report, Supplement Nos.

14 (SSER-14, April 1981) and 31 (SSER-31, April 1985) we stated that the containment isolation valves in the 12-inch vacuum/over pressure relief line meet the operability requirements of the staff's interim position of October 23, 1979.

The opening of the valves was limited to 50 degrees.

This requirement for limited valve opening was in-cluded as License Condition 2.C.(6)g.

and 2.C.(5)b. in the full power licenses for Diablo Canyon Units 1 and 2, respectively.

The staff further stated that this limitation will remain in effect until valve operability is demonstrated in accordance with the Standard Review Plan, Sections

3. 10, 6.2.4 and Branch Technical Position BTB CSB 6-4.

In SSER-31 the staff stated such demonstration should be provided prior to start-up after the first refueling.

The staff is currently evaluating, with the assistance of a contractor, the information which you provided in your letters of August 8 and 21, 1986 as required by the license condition for both units.

We expect to complete the review by the end of this year, that is, after the completion of the first refueling outage for Unit 1.

The license condition for both units and the Technical Specification limit shall remain in effect until we have completed our evaluation of your submittals.
