OF PUBLIC MEETING HELD ON APRIL 23, 1999, TO PRESENT PLANT PERFORMANCE REVIEW RESULTS FOR DIABLOCANYON POWER PLANT (DIABLOCANYON)

Mr. Rueger:

This refers to the public meeting conducted to discuss the results of the Plant Performance Review, which was completed on February 11, 1999. The meeting was held on April23, 1999, at the Embassy Suites in San Luis Obispo, California.

Prior to the Plant Performance Review discussion, I briefly outlined recent changes to the process that is used by the NRC to assess and oversee licensee performance.

During the Plant Performance Review discussion, I noted that NRC had determined that performance at Diablo Canyon was acceptable.

In response, your staff generally agreed with the results of the assessment.

Your staff also endorsed the recent changes in the NRC's oversight process, but noted that future plans to only include negative observations in the plant issues matrix or the assessment would not provide a balanced view of plant performance.

Subsequent to the Plant Performance Review discussion, I provided an overview of NRC actions taken in response to the Year 2000 (Y2K) concerns.

Informal discussions with members of the public were held following the meeting.

Copies of the overhead slides used during the meeting are enclosed.
