NRC INSPECTION REPORT 50-275/98-15; 50-323/98-15
Dear Mr. Rueger:
From November 3-6, 1998, an announced, emergency preparedness
inspection was conducted
at your Diablo Canyon Nuclear Power Plant, Units 1 and 2 reactor facilities. The enclosed
report presents the scope and results of that inspection.
The inspection included implementation of your emergency plan and procedures during your
biennial emergency preparedness
exercise.
Overall, performance during the biennial exercise
was good; however, two exercise weaknesses
were identified. The exercise weaknesses
involved: (1) untimely activation of the technical support center and emergency operations
facility, and (2) an untimely offsite agency notification for the site area emergency.
Exercise weaknesses,
according to 10 CFR Part 50, Appendix E.IV.F.2.g, are inspection
findings that need to be corrected by the licensee.
Since the first weakness was not identified
during your critique process, you are I'equested to provide this office with a description of your
corrective measures
and your schedule for completing these actions within 30 days after receipt
of this letter. The second exercise weakness was identified during your critique process and
~
planned corrective actions are adequately addressed
in the enclosed report; therefore, a
response
is not necessary.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
Should you have any questions. concerning this inspection, we will be pleased to discuss them
with you.
