SUBJECT: NRC INSPECTION REPORT 50-275/98-14; 50-323/98-14 AND NOTICE OF
VIOLATION
Dear Mr. Rueger:
From August 2 through September
12, 1998, a routine inspection was conducted at your Diablo
Canyon Nuclear Power Plant, Units 1 and 2, reactor facilities. The enclosed report presents the
scope and results of that inspection.
During the 6-week period covered by this inspection period, your conduct of activities at the
Diablo Canyon Nuclear Power Plant facilitywas generally characterized by safety-conscious
operations, sound engineering and maintenance practices, and good radiation protection
support.
Based on the results of this inspection, a violation of NRC requirements was identified. This
violation involved failure to maintain the fire protection program appropriately, in that your fire.
protection program defined a continuous fire watch as a 15-minute fire watch roving patrol
'without further explanation of limitations of its use.
Because of this program inadequacy, the
revised definition of a continuous fire watch was used inappropriately on several occasions.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation are described in detail in the enclosed report. The NRC has
concluded that information regarding the reason for the violation and the corrective actions
taken and planned to correct the violation and prevent, recurrence is already adequately
addressee'n
the docket in the enclosed report. Therefore, you are not required to respond to
the violation unless the description therein does not accurately reflect your corrective actions or
your position.
In that case, or if you choose to provide additional information, you should follow
the instructions specified in the enclosed notice.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its
enclosures,
willbe placed in the NRC Public Document Room (PDR).
